Famous Privateers - Throughout History During the 16th century, privateers such as Francis Drake were operating. Effectively they were pirates, however they were protected by ‘letters of marque’ issued by their governments. These letters gave them authority to attack and plunder ships from the countries they were at war with. In return they would share the spoils with their government.
